Taking an average rates amount, a constant, and multiplying it by votes; and then having movements bid, is the same arithmetically as just having movements bud with their votes. And much simpler

Why complicate it?

I see a difficulty in that bidding wars for prime suburbs / districts could end up causing a depletion of funds of most movements before all auctions have taken place, with the last areas snapped up at ridiculously low fees from the few remaining with funds. How would the order of areas be chosen as this would no doubt affect outcomes?
